(Vclipboard_coding_system): New variable.
(selection_data_to_lisp_data): Decode text by
Vclipboard_coding_system.
(lisp_data_to_selection_data): Encode text by
Vclipboard_coding_system.
(syms_of_xselect): Declare clipboard-coding-system as Lisp
variable and initialize it.
